Confirmed here under most recent Hardy as well. Oddly, it worked fine under Gutsy ( I just upgraded)
If I wait for the boot to time out and then run vgchange -ay, everything works fine. I've cloned this machine and can re-create the problem in a virtual machine, so I can test any proposed fixes.
