I can confirm this issue! On my Laptop totem or xine use approx. 60% of 800MHz. By default up_threshold is 31, so the CPU goes up to 2GHz, which makes the fan spin quite loud.
The only work-around is to setup a cronjob for root that changes up_threshold to 90 every 15 mins - not very nice. But I did not find all the scripts that reset up_threshold to 31 again and again.
