doxygen is only needed to build the libclipper-doc package (arch:all) which only happens on the i386 buildd. The right fix is to keep doxygen in Build-Depends-Indep and fix the package to not try to build the documention on the other archs where only the arch:any packages are build. Unfortunately I don't know how to convince cdbs to do it. (The normal debian/rules target for building the documention would be build-indep).
