Same problem as in description happens to me, with the following system:

Ubuntu 7.10
Kernel: Linux moria 2.6.22-14-generic #1 SMP Tue Feb 12 07:42:25 UTC 2008 i686 
GNU/Linux
Dell Latitude D630 Laptop
Processor: Intel Core 2 Duo T7300 (2x 2 GHz)

Before suspend, frequency scaling is working normally.
After suspend, frequency governor is only settable for CPU0 and this CPU is 
scaling normally. CPU1 stays at 800 MHz.
Attached are outputs of cpufreq-info before suspending and after one suspend.
Also the output of 'sudo dmesg -c' from boot to directly after suspend. Suspend 
happens at 435.

NB: In the early Gutsy final version, CPU1 got stuck at 2 GHz *most of
the time* after a suspend (not every time). From some point on the
behaviour apparently changed and CPU1 gets now *always* stuck at 800
MHz.
