Knowing that the data for command-not-found is generated automatically I
don't understand why making an exception in the generation-process for
ndiswrapper (making ndiswrapper point to ndiswrapper-utils-1.9 instead
of ndiswrapper-common is not possible). Furthermore I think you
misunderstood the problem. This bug isn't about a missing internet
connection. The problem is, that ndiswrapper-common installs nothing but
a useless wrapper-script.

The package not found is another problem which should actually be a
different bug that affects the documentation, but not command-not-found-
data.
