This can certainly cause loss of work, especially a tab/application shortcut gets stuck. I have experienced Ctrl+W getting stuck in the past. Also, in many cases the repeat gets stuck in a desktop-switching key shortcut which makes X completely unusable. This can go on for ever, and the only way to stop it is to SSH from another machine and kill kwin or Xorg (I use KDE and it seems that kwin goes to 100% CPU during the infinite desktop switching). This is definitely a situation where you can lose data by forcibly killing X apps.
