I Fix this problem by using Kuwait Time file !
قمت بإصلاح المشكلة بإستخدام إعدادات التوقيت الكويتي
to fix it run:
sudo cp /usr/lib/locale/ar_SA.utf8/LC_TIME
/usr/lib/locale/ar_SA.utf8/LC_TIME.org
sudo cp /usr/lib/locale/ar_KW.utf8/LC_TIME /usr/lib/locale/ar_SA.utf8
