Installing a package like the Emerald decorator should _not_ have side
effects like replacing the window look for all existing users of a
system. Users who already have their desktop environment configured are
not likely to appreciate their window decoration change for no obvious
reason (like some other user installing a new package).
The desired behavior is that a user gets the option to choose decorator
after Emerald has been added to the system.
