The main reason the three-second delay is still there is to permit
access to recovery mode. Recovery mode is not just for when your system
fails to boot in a way that GRUB can detect (and indeed probably
wouldn't help in those cases); it also allows you to reset your root
password or reconfigure X, and in Hardy there's even a nice menu for
that.

Sure, you could hold down Escape at boot time and that ought to show the
menu even given a zero timeout. But, frankly, I think the current
situation is an *improvement* over Windows, and it's not clear to me
that we should strive to emulate Windows here. Three seconds is a small
price to pay for giving users a visual hint on how to get into recovery
mode, even if their reactions are a little bit too slow so they have to
reboot again before they can take advantage of it. My experience with
Windows has been worse, in that you sometimes have to reboot several
times before you manage to press the right key at the right time.

I am inclined to mark this as Won't Fix, but would like to hear your
response to the above.
