Since those plugins are not provided by Ubuntu, and there are over 2000 listed on the Vim site, I don't think it's likely that Ubuntu could in any reasonable way determine which will work or not. Your best bet with 3rd-party software is to subscribe to their announce list and make sure to stay reasonably up-to-date. The most recent version of the C plugin appears to have a version check in it (which older ones didn't) that ensures you are using a sufficiently recent version of Vim, although it doesn't consider what might happen if Vim evolves beyond that. This is, I think, a more general question for Vim and plugin writers to answer.
