This is a deliberate feature of apport, since in the past we got too
many crash reports about problems which were already fixed in the
current release.

The particular issue you had (the import error) should have been
alleviated by:

python-central (0.5.50ubuntu1) hardy; urgency=low

  * Keep public modules available during upgrades.

If you still encounter it on current Hardy, we should reopen this
against python-central.

(side remark: Internet Explorer under Hardy? wow, wine got that good?
