Not currently. If someone wants to create one and makes sure that I get the necessary rights to manage it, I would be happy to use it. But currently I don't use launchpad for anything (since I don't use Ubuntu myself and don't contribute to it directly), so taking care of all that is currently just too much hassle for me.
