No, not related. 
hangy's issue is caused by a unncessary translation of a configuration string 
which makes plasma unable to read it's own configuration. A fix for this is 
already in KDE and should soon become available in our packages as well.

The initial report however is only related to the pure fact that
removing an icon widget doesn't remove the underlying file in KDE 4.0.1
which means Plasma detects the file at every start and (re)creates the
icon applet for it.
