Mark, that's weird. postgresql-8.1/-8.2 do not ship a lot of maintainer
scripts themselves, most of the work is done by postgresql-common. The
existence or absence of -8.1 shouldn't influence -8.2.

If you can find a recipe how to reproduce this weird behaviour (no
default cluster created when installing -8.2, but when installing -8.1
in addition, it works), can you please file a new bug against
postgresql-common? Thank you!
