I just installed the package from debian.scribus.net and now Scribus
seems to work properly. Here's what I did:

Opened Adept
Adept -> Manage Repositories
I selected the "Third-Party Software" tab and added 

deb http://debian.scribus.net/debian/ feisty main non-free

I refreshed the package list.
Adept said that Scribus was upgradable to version 1.3.3.11.dfsg-1, so I 
upgraded.
Now I have Scribus version 1.3.3.11, 11 January 2008, Build ID: C-C-T-F-A, 
Using Ghostscript version 8.61.

This new version seems to work. I opened one of the .sla documents in
which I have an EPS figure embedded, exported as PDF, and now the
resulting PDF file displays the EPS properly. I think that if you bump
the Scribus version to 1.3.3.11 in the Ubuntu repositories, this bug can
be closed.
