Public bug reported:

This is on today's Hardy, with the gnome panel in the default position
at the top of my screen.

I want to use the Applications menu, so I "throw" my mouse cursor to the
top of the screen, so the cursor is flush with the top of the screen,
and kind of covering the "lic" of "Applications".  I click, but nothing
happens.

What should happen is that the menu opens.

Now, if I move the cursor 2 pixels down, and click, then the menu opens.

The reason that the active area should be flush to the top of the screen
is well described in the HCI literature as Fitt's Law.

As it is, I need to take far too much care when I want to open these
menus in Ubuntu.
