Turns out the geda meta-package should have had an extra "Recommends" on
"extra-xdg-menus" (see its changelog), however there was no change to
the package's control file. I've sent a message to the Debian maintainer
to try and get that fixed.
("extra-xdg-menus" is not yet in Ubuntu, but I just filed a sync
request)
