It seems the last 2 questions are answered in the original bug, though
more detail would be helpful.

1. Steps taken: Attempting to print using Word via Wine while the printer is 
out of paper
2. Expected result: Get an error message, but be able to resume the job by 
adding paper, setting the printer on-line and clicking retry somewhere
3. Actual result: It is only possible to print anything with a full restart of 
Ubuntu

Some questions:

Does this also happen with non-Wine applications like gEdit or OpenOffice?
Can you print again if you stop and restart the CUPS printing service instead 
of rebooting? (System -> Administration -> Services)
