Same problem here, but I did not upgrade during the beta phase. In fact, I just upgraded from Feisty to Gutsy a few weeks ago.
I did a 'sudo aptitude reinstall hal', but that didn't help. I did not want to do the more risky approach of upgrading and downgrading HAL, though, at this point. What seems to be the issue is that normally, if you'd do a 'ps -ef | grep hald', you would see a number of lines, one of them being: 108 4681 4489 0 02:08 ? 00:00:00 hald-addon- storage: polling /dev/hdb (every 2 sec) Well, in my case (and maybe everyone else's?) this line is now missing, which causes the problem. Can everyone else here confirm that they also don't see a line like this anymore? The device at the end would possibly be different in your case, of course. Is there maybe a simple way to jump-start this addon without having to jump through hoops and reinstall things? Also, I'd suggest that this bug gets a relatively high importance. Firstly, lacking the 'plug and play' feeling of inserting a CD and having it automounted is a step back in the user experience department for Ubuntu. It makes it look unfinished. Secondly (maybe even more important): If something like this breaks during a distro upgrade, then there seems to be something wrong somewhere in the distro upgrade procedure. 8.04 is not far away, and soon tons of people will perform an upgrade again. If this is wrong, what else is wrong or could go wrong?
