Djihed, please look through my comment. Fine-grained locking over the messages is technically very hard at the moment. We're slowly going there, but it's impossible to do so many major changes to the system in a short period of time.
We also don't want to force communication on upstreams, but rather on Launchpad translators who are currently not doing enough of it.
