After having updated to Kubuntu 7.10, standby/hibernate, when activated
by user... these problems have gone, but: when I am inactive, screen
saver goes into sleep after the preset time, as before, but PC does not
go into standby after the preset time. Since I have the same problems
with WinXP, I guess this must be something I have to configure directly
in BIOS.

What happens when you run
sudo pmi action suspend
in the terminal?

Also, the output of 
cat /proc/acpi/sleep
could be helpful. More likely than not this is a problem with the Linux kernel, 
not Kubuntu itself.
