The recommended way to deal with complex discussions like this in the Ubuntu world is to write up a "blueprint" (aks "spec") for the issue. It is much easier to get the necessary folks from different teams together and easier to collaborate on the wiki than in a bug tracker.
For example, at UDS in Boston in October 2007, there was a discussion on this issue.
