I have found frequency scaling not to be working on my pentium 4 box when it did work on the previous Gentoo installation (which unfortunately I have trashed so I won't be able to tell you which kernel I was using beyond that it was a 2.6.15 variant).
What I would expect to happen would be for me to drop the gnome frequency scaling applet on the top bar and be able to choose my governor or frequency. Instead I get a message saying frequency scaling is not supported. Perhaps there are some kernel modules I need to modprobe, but this is the kind of thing that should work out of the box.
