By default, the "Pictures" folder does not contain any files and all
files that you create are created with write permissions for the current
user. However, if you copied some files on this folder as root, or with
a program opened as root or if another user did copy some files in your
folder as root, the new files were created with root permissions, so you
can't delete of change the owner of these files unless you use sudo to
give you the right to modify these files.

It is clearly not recommended to use nautilus with super-user privileged
because you can damage your system if you delete something needed by
your operating system but the only way to delete these files is to do
so. I suggest you to only delete these files during the time you are
using nautilus as root, and to close all nautilus windows once you've
done.

To open nautilus as root, you can open the gnome terminal ( in the menu
Applications / Accessories / Terminal ) and type : gksu nautilus

Then you'll have a super-user nautilus windows inside which you can
delete or modify any files on your computer. Don't forget to close it
once you've done. After this, you might want to search who or what
created the files in the Picture folder with root privilege.
