I refreshed Viktor Pashaiev's existing development-series debdiff (attachment
6005966) for Tenacious, retaining the original patch author and upstream
origin b74171cdac69029f02942d8e59cd08a6ada9ec7a. The Tenacious source
publication rechecked on November 4, 2026 is still netplan.io 1.2.2-3. This is
a packaging/independent QA
contribution for the merged fix, not another upstream code proposal.

Baseline 1.2.2-3 and candidate 1.2.2-3ubuntu1 both build successfully on arm64
and amd64, including fourteen build-time test targets. Source downloads were
SHA-256 checked against the published DSC. The refreshed debdiff applies
with zero fuzz and reproduces the candidate's four changed packaging files.

Installed package checks (actual generator invocation under each umask):

Architecture Package Umask networkd mode/readable as systemd-network
arm64 baseline 0022 0640 / yes
arm64 baseline 0077 0600 / no (reproduces bug)
arm64 candidate 0022 0640 / yes
arm64 candidate 0077 0640 / yes
amd64 baseline 0022 0640 / yes
amd64 baseline 0077 0600 / no (reproduces bug)
amd64 candidate 0022 0640 / yes
amd64 candidate 0077 0640 / yes

All networkd files are owned by root:systemd-network. In all eight cells,
the NetworkManager profile remains root:root 0600 and its synthetic Wi-Fi
secret is preserved. Parent runtime directories use normal traversable
permissions so the read check tests the generated file's mode.

Candidate veth integration tests pass for both networkd and NetworkManager:
four tests on native arm64 under systemd, and four tests in a full amd64
QEMU VM running Ubuntu's 7.0.0-42-generic kernel. The latter completed in
66.383 seconds with normal service sandbox settings. Package builds and
eight-cell mode/readability QA used local native arm64 and user-emulated
amd64 containers; amd64 service integration used full-system emulation.
This is the veth subset, not a claim that the entire autopkgtest suite ran.

Please review the refreshed development-series packaging for sponsorship.
These are LOCAL development builds, not formal archive/SRU verification.
No Published-Proposed package was available in the checked Resolute or
Tenacious pockets. Any later SRU verification must use and identify the
actual uploaded -proposed package version. I have not changed verification
tags or uploaded a package to the archive.

AI assistance: Codex prepared the changelog refresh, local QA harness,
build/test environment and this report. The existing fix and patch author
credit are retained. Human review and Ubuntu sponsorship remain required.
