Public bug reported:

do-release-upgrade supports `PostInstallScripts` to do perform changes on the
upgraded system after the upgrade has finished. However there is no mechanism
to perform system changes before executing do-release-upgrade.
We received a request from a partner that they would love to have this option
available, in order to avoid wrapping do-release-upgrade and to better align
with the recommended upgrade procedure, which is to execute
`do-release-upgrade`.

Their reasoning is as follows:
- Making sure vendor package repos are set up correctly for the new release,
since some of them don't follow the usual suite/codename layout
do-release-upgrade expects.
- Pre-seeding a couple of debconf answers so the upgrade doesn't stall on a
prompt or leave the bootloader misconfigured.
- Removing a few dkms packages ahead of time that are known not to build
against the new kernel.
- Making sure the upgrade "Prompt" setting is actually set to prompt for LTS,
since it can be disabled by default on some images.

Right now they utilise a wrapper script, but would like to have users of
their derivative (DGX OS) which follow Ubuntu standard procedures, to
not break their system.

This would also complement the PostInstallScripts mechanism.
