Regression on RTL8125B after the r8169 SAUCE patches for this bug

After upgrading from 7.0.0-38 to 7.0.0-42 (resolute), r8169 can no
longer read the MAC address of my RTL8125B and assigns a random one on
every boot:

r8169 0000:03:00.0: can't read MAC address, setting random one

Hardware: 03:00.0 Ethernet controller [0200]: Realtek Semiconductor Co.,
Ltd. RTL8125 2.5GbE Controller [10ec:8125] (rev 05)

On 7.0.0-38 the MAC was read correctly (eth0: RTL8125B, <mac>, XID 641).
linux-firmware was not changed between the last working boot and the
first broken one, so firmware is ruled out. The only r8169 changes
between -38 and -42 are the SAUCE patches from this bug (phylink
support, RTL8116af/RTL8127atf support, LTR support, s0idle/C10 fix), so
I suspect one of them, possibly the PCIe power-management changes,
leaves the RTL8125B unable to read its MAC at probe time.

Happy to test patched kernels.
