Public bug reported:

After upgrading from Ubuntu 24.04 to 26.04, I can no longer create a new
workspace by dragging a window in the Activities overview. When only one
workspace has windows, dragging a window onto the empty workspace that
peeks in at the right edge of the overview does nothing. When I release
it, the window returns to its original position.

Steps to reproduce:
1. In Settings > Ubuntu Desktop > Dock, turn on "Auto-hide the Dock".
2. In the default Ubuntu session, keep all windows on a single workspace.
3. Open the Activities overview.
4. Drag a window onto the empty workspace visible at the right edge of the
overview and release it.

Expected result:
The window moves to the empty workspace, and a new empty workspace is created
after it.

Actual result:
The window snaps back to its original place on the current workspace. Nothing
about the drop appears in the journal.

What still works:
- The keyboard shortcut Ctrl+Shift+Alt+Right moves the window to a new
workspace.
- Once two workspaces have windows, dragging windows between them works.
Dropping a window on the empty workspace thumbnail at the end of the row at the
top of the overview also works.

Isolation:
- With every Ubuntu extension disabled except the Ubuntu Dock, the problem
still occurs. The Ubuntu Dock stays active in the Ubuntu session even after
"gnome-extensions disable [email protected]".
- In the plain GNOME session (gnome-session package), which runs without the
Ubuntu Dock, dropping the window on the empty workspace at the screen edge
works as expected.

- Reinstalling gnome-shell-ubuntu-extensions did not change the behavior. dpkg
--verify reports no modified files.
- Turning off the dock's auto-hide (dock-fixed true) makes the drop work in the
Ubuntu session. With auto-hide on (dock-fixed false), the window snaps back.

The problem occurs only when the Ubuntu Dock runs with auto-hide on.

Setup:
- Ubuntu 26.04.1 LTS, upgraded from 24.04 with the release upgrader
- Wayland session, single built-in display (eDP-1)
- gnome-shell 50.1-0ubuntu1.4
- libmutter-18-0 50.1-0ubuntu2.4
- gnome-shell-ubuntu-extensions 50.26.04.8ubuntu ([email protected]
version 105)
- Dock settings: position left, dock-fixed false (auto-hide), intellihide on,
intellihide-mode ALL_WINDOWS, dash-max-icon-size 46
- org.gnome.mutter dynamic-workspaces true, workspaces-only-on-primary true
