** Description changed:

+ [ Impact ]
+
+ - snap-store is switched to stable/ubuntu-<to> instead of
+   2/stable/ubuntu-<to>, dropping its 2 version track.
+ - Newly seeded snaps (gnome-46-2404, mesa-2404) are not installed, because the
+   fallback only switches snaps that are already present.
+ - force_switch semantics are lost for gnome-46-2404, mesa-2404,
+   gtk-common-themes, snap-store and core24.
+
+ [ Test plan ]
+
+ Flash ubuntu noble desktop for rpi to a spare SD card (noble is used
+ instead of resolute because the *current* resolute images include the
+ newly seeded snaps)
+
+ 1. Boot card and run through first-time setup
+ 2. sudo apt update
+ 3. sudo apt full-upgrade
+ 4. sudo reboot (if required)
+ 5. sudo do-release-upgrade
+ 6. Run through upgrade process to resolute
+ 7. Repeat steps 2-5 to upgrade to stonking
+ 8. snap list
+ 9. Check if gnome-46-2404 is present; with the current upgrader it should not
be
+ 10. Repeat steps 1-8 but on upgrade to stonking, use "sudo do-release-upgrade
--proposed"
+ 11. Check gnome-46-2404 is present; with proposed upgrader it should be
+
+ [ Where things could go wrong ]
+
+ The change potentially causes more snap channel changes on upgrade, and
+ this may obstruct the upgrade if those extra changes go wrong. However,
+ the test plan runs through a full upgrade (ensuring a base version that
+ does not have the expected snaps) to cover this.
+
+ [ Original description ]
+
On Pi desktop images, deb2snap fails to match the seeded snaps because
it gates them on the ubuntu-desktop metapackage, which is not present on
Pi. The image ships ubuntu-desktop-raspi, layered on ubuntu-desktop-
  minimal. Consequently, `_is_deb2snap_metapkg_installed()` does not
select these entries during upgrade, and u-r-u falls back to generic
handling of already-installed snaps, which sets the snap-storesnap back
to stable/ubuntu-26.10 instead of using 2/ track. Same case for `ubuntu-
  desktop-minimal`

  Impact:
  - snap-store is switched to stable/ubuntu-<to> instead of
- 2/stable/ubuntu-<to>, dropping its 2 version track.
