Public bug reported:

ifhp 3.5.20+dfsg-1 has been stuck in stonking-proposed for ~246 days:
missing build on amd64v3.

https://launchpad.net/ubuntu/+source/ifhp/3.5.20+dfsg-1/+build/32793752

  /usr/bin/make LDFLAGS=`dpkg-buildflags --get LDFLAGS`
  /usr/bin/make: invalid option -- 'a'
  /usr/bin/make: invalid option -- 'c'
  ...

1. debian/rules calls "$(MAKE) LDFLAGS=$(LDFLAGS)" without quoting. On
amd64v3, dpkg-buildflags appends -march=x86-64-v3 to LDFLAGS, which make
then parses as options. On the other architectures all words start with
-W (ifhp is in lto-disabled-list), which make happens to accept as "-W
FILE", so they built.

2. With that fixed, the build hits the glibc 2.43 ISO C23 const-
preserving string functions (Debian #1128549, serious, no patch yet):

safestrutil.c:83:26: error: return discards 'const' qualifier from
pointer target type [-Werror=discarded-qualifiers]

The other architectures only built before glibc 2.43 landed, so they'd
hit this on any rebuild too.

Fix (3.5.20+dfsg-1ubuntu1): quote LDFLAGS in debian/rules, and cast the
strchr/strrchr/strpbrk/strstr results in src/safestrutil.c. Test-built
on amd64 and with the amd64v3 variant in a stonking chroot.
