Since I already had the stonking test container and environment ready for 
dh-fortran from LP: #2169224, 
I checked this issue and prepared a debdiff for 0.85ubuntu3

Changes:
- dhfortran/compilers.py: add -fdebug-prefix-map%, 
-mno-omit-leaf-frame-pointer, -fno-omit-frame-pointer, -flto%, and 
-ffat-lto-objects to FCFLAGS strip lists for flang* (18..23) and lfortran.
- dhfortran/compilers.py: add -flto% and -ffat-lto-objects to LDFLAGS strip 
lists for flang* and lfortran.
- dhfortran/tests/compilers.py: add regression test 
test_rework_flags_ubuntu_strip verifying that GCC-specific Ubuntu build flags 
and LTO plugin options are stripped for flang-22 and lfortran.

Testing:
- Ran dhfortran testsuite under stonking container: all tests pass (5/5).
- Verified rework_flags() against active Ubuntu stonking dpkg-buildflags: 
FCFLAGS cleanly strips down to "-g -O2 -fPIC" (flang-22) / "-g -O2 --cpp 
--separate-compilation" (lfortran), and LDFLAGS cleanly strips down to 
"-Wl,-Bsymbolic-functions -Wl,-z,relro".
- Test-built fortran-toml using updated dh-fortran: builds without flag errors.
- Source package builds cleanly with 0 fuzz and 0 rejects.
