Public bug reported:
After upgrading from Ubuntu 24.04 to 26.04, logrotate is broken on
machines with cloud-init installed.
The reason is probably that the logrotate configuration file has been
moved and renamed. It is now in the cloud-init-base package instead of
the cloud-init package. The old configuration file is however not
removed during upgrade which leaves two identical configuration files
for logrotate.
/etc/logrotate.d/cloud-init
/etc/logrotate.d/cloud-init-base
Removing the old file (/etc/logrotate.d/cloud-init) resolves the issue.
