@peb, I think, your analysis for carrying a delta in Ubuntu is wrong. You identified the issue as the -mfp16-format=ieee flag not being passed to the rdeps of petsc. So the proper solution would be to forward that upstream, or at least forward that to the Debian. Once applied, Ubuntu doesn't have to carry a delta.
