Bluetooth headset: OpenRun by Shokz

After connecting/reconnecting the Bluetooth headset, WirePlumber correctly
changes default.audio.sink to the Bluetooth sink, but already running audio
streams continue playing through the previous HDMI/speaker output.

The Bluetooth sink has a higher priority.session than HDMI:

Bluetooth: priority.session = 1010
HDMI:      priority.session = 696

The following settings are enabled:

linking.follow-default-target = true
linking.allow-moving-streams = true

WirePlumber debug log confirms that the Bluetooth sink becomes the
default:

s-default-nodes: set default node for default.audio.sink 
bluez_output.A0:0C:E2:09:EC:28
pw.metadata: ... default.audio.sink ... 
{"name":"bluez_output.A0:0C:E2:09:EC:28"}

However, existing application audio does not move to the Bluetooth
device.

This worked as expected on Ubuntu 24.04 before upgrading to Ubuntu
26.04.1.

Steps to reproduce:

1. Play audio through HDMI or built-in speakers.
2. Connect a Bluetooth headset.
3. Confirm that the Bluetooth device becomes the default sink.
4. Existing audio continues playing from the previous output.

Expected:
Existing audio streams should move to the newly selected Bluetooth default sink.

Actual:
The default sink changes, but existing streams remain on the previous output.
