Description:

Since upgrading to the 7.x kernel series (around mid-July 2026), the system 
suffers from hang/timeout during every shutdown or reboot sequence.
By removing quiet splash and enabling debug logging (loglevel=7 
systemd.log_level=debug systemd.log_target=console), the exact blocking point 
was captured on screen.
Systemd-shutdown successfully unmounts all filesystems, deactivates encrypted 
swap wrappers (cryptswap), and detaches loop devices normally. However, it 
hangs immediately after forking the fwupd.shutdown script.

Steps to reproduce:

1. Boot Ubuntu 26.10 with kernel 7.3.0-8-generic.
2. Issue a shutdown or reboot command (sudo poweroff or sudo reboot).
3. The system clears userspace and unmounts drives instantly, but blocks for a 
while on the screen.

Root Cause & Workaround:

The block device and cryptographic layer shutdown sequences are
completely cleared. The issue is a regression in the kernel's ability to
handle late low-level UEFI NVRAM runtime writes (efivars) initiated by
fwupd on this specific generation of ASUS motherboards. The kernel fails
to respond to the subsystem call, triggering a hard 60-second I/O
timeout before releasing the process.

Confirmed Workaround:

Disabling the executable bit or masking the systemd-shutdown hook completely 
resolves the issue, bringing the shutdown time back to under 3 seconds:
sudo chmod -x /usr/lib/systemd/system-shutdown/fwupd.shutdown
