Resolved by removing stale fontconfig cache symlinks (*-le64.cache-9/10/11 -> *-le64.cache-12) in ~/.cache/fontconfig and running fc-cache -f. WebKitWebProcess CPU dropped from 100% to idle; Evolution, Yelp and all WebKitGTK apps render normally again, including after reboot. The webkitgtk 2.52.6 package itself appears to be a trigger, but the corrupt user fontconfig cache is the root cause.
