Binary package hint: apt

I installing the beta version of edgy, I have noticed the apt.conf
usually found in /etc/apt/ directory is missing. This may have been done
due to the issues users where having on previous releases due to the
line: Acquire::http::Proxy "false".

The line could simply be removed or commented out rather than removing
the apt.conf file altogether.

To add my required proxy i simply created a apt.conf file in the
/etc/apt directory. But the file should be there!
