* New upstream version 1.4.0 release. (LP: #2167149)
* d/*: Normalize to Canonical OpenStack packaging template for d/watch,
d/rules, d/tests/*, d/source/options, and d/gbp.conf.
* d/u/signing-key.asc: Update for Hibiscus.
* d/control: Update (Build-)Depends for Hibiscus.
- Add build dependencies: python3-{certifi,keystoneauth1,oslo.{concurrency,
config},requests,yaml}.
- Add runtime dependencies: python3-{certifi,keystoneauth1,
oslo.{concurrency,config},requests,yaml}.
- Drop build dependencies: subunit.
* d/p/*: Refresh patches.
* d/rules, d/exclude-list.txt, d/tests/unittests: Skip the four
novaclient-mocked flavor-validation tests. Use d/exclude-list.txt including
the pre-existing TestMagnumDriverLoads exclusion. Hibiscus magnum no longer
depends on python-novaclient and the openstacksdk paths are covered by the
test_validate_*_openstacksdk tests.
* d/python3-magnum-capi-helm.install: Remove stale install rules to /usr.
