I can reproduce this on Linux Mint 22.3.

Hardware:
- CPU: AMD Ryzen 9 5900X
- GPU: [paste GPU model from inxi]
- Motherboard: [paste board model from inxi]
- BIOS version: [paste BIOS version from inxi]

Failing kernel:
- 7.0.0-31-generic

Working kernel:
- 6.17.x-generic

Symptom:
Shutdown reaches poweroff.target and systemd-shutdown starts syncing 
filesystems/
sending SIGTERM, then the display and keyboard stop responding. The tower 
remains
powered on and the fans spin up; I must hold the power button to turn it off.

Regression result:
The issue began with kernel 7.0. It reproduces on 7.0.0-31-generic but 6.17.x
shuts down cleanly repeatedly on the same machine.

I observed the following AMDGPU messages after the system hangs:
amdgpu: REG_WAIT timeout
dm_handle_vmin_vmax_update [amdgpu] hogged CPU
