Observed behavior
-----------------
Running:
sudo do-release-upgrade
with Prompt=lts in /etc/update-manager/release-upgrades produces:
Checking for a new Ubuntu release
There is no development version of an LTS available.
...
This occurs when the upgrade path from the previous LTS to the currently
released LTS has not been enabled.
Problems
--------
1. The first problem is that "development release" is not defined. The
man page for the command only has a single occurrence of "development
release":
-d, --devel-release
If using the latest supported release, upgrade to the development
release
... but that man page fails to explain what "development release" means.
(The man page also says "SEE ALSO update-manager(8)" but "man 8 update-
manager" gets "No manual entry for update-manager in section 8.") The
word "development" appears nowhere in the official documentation at
https://www.releases.ubuntu.com/, which says that "There are 2 types of
Ubuntu releases: Interim and LTS."
So the user can only assume that "development release" refers to a
release which is still under development, and is therefore not fully
supported. That would not apply to release 26.04 LTS, which has been
officially released (in other words, the maintainers may not yet be
fully confident that upgrading in place from 24.04 LTS will work
correctly in all cases, the release itself is fully supported if
installed fresh).
2. Whatever the correct definition of "development release" might be,
the command as invoked above is not specifying the option to use such a
release, but is instead asking that the machine be upgraded in place to
the latest LTS release.
Expected behavior
-----------------
If the system is already running the latest LTS release, the tool should
say so explicitly.
If a newer LTS exists but the upgrade path has not yet been enabled, the
tool should state that the upgrade path is not yet open and briefly
explain why.
