Public bug reported:
Recent infrastructure issues have shown that germinate is not very
resilient.
seeds.py is catching socket.timeout (TimeoutError), but some recent
experimentation[1] show that at least the following exceptions can be raised

* Exception: URLError(TimeoutError('_ssl.c:1109: The handshake operation timed
out'))
* Exception: URLError(TimeoutError('timed out'))
* Exception: TimeoutError('The read operation timed out')
