Public bug reported: ggml 0.22.0-1ubuntu2 in stonking-proposed restricts the ROCm/HIP backend to amd64 (LP: #2166374) by shrinking libggml0-backend-hip from "Architecture: amd64 arm64" to "Architecture: amd64". The new upload therefore produces no libggml0-backend-hip:arm64 .deb.
The previous upload's arm64 binary (libggml0-backend-hip:arm64 = 0.22.0-1ubuntu1) is still published in stonking as an orphan -- Ubuntu's archive does not automatically remove binaries when a package's Architecture list shrinks. That orphan strict-depends on libggml0 (= 0.22.0-1ubuntu1), which is superseded in stonking-proposed by libggml0 = 0.22.0-1ubuntu2. As a result, the backend-hip autopkgtest, which still declares "Architecture: amd64 arm64" in this upload's debian/tests/control, is scheduled on arm64, apt tries to install the orphan, and the test fails with badpkg (unsatisfiable test dependencies) rather than being skipped.
