[ Rationale ]
* This new rust-coreutils version contains security fixes, better error
messages, and performance improvements. Most importantly it improves GNU
compatibility, which will help with users experiencing bugs because of delta
between uutils coreutils and GNU coreutils.
* This release was only released after feature freeze, so it couldn't have
been
merged earlier.
* While a change to coreutils is disruptive, it's better to do it as far away
from an LTS cycle as possible.

- Remove Debian's fix-ppc64el-baudrate.diff, which fails on Launchpad's
ppc64el builders.

- Install libstdbuf.so: adopted by Debian in 0.11.0-1.
- Enable feat_systemd_logind and add libsystemd-dev: adopted by Debian in
0.11.0-1; the Ubuntu multiarch linker-path adjustment remains.
- d/p/remove-workspace-members.patch: adopted by Debian in 0.11.0-1.
- d/p/build-stty.patch: no longer needed by the 0.11 Unix feature set.
- d/p/cp-fix-symlink-target-permissions.patch: fixed upstream

(LP: #2164777).
- The 0.10 vendored-crate refresh: superseded by Debian's 0.11 refresh.

[ Regression Potential ]
* The main features of this release are improved error diagnostics,
performance
improvements, and improved GNU compatibility. The first two are unlikely to
cause critical bugs. Improved GNU compatibility will likely cause some minor
regressions, because there are stonking users who have adapted to the
differences between uutils coreutils and GNU coreutils. This may manifest as
scripts, patches, or tests that were adapted to uutils coreutils delta
breaking once that delta disappears. Because this merge is so close to
release, these issues might only appear in the next cycle and SRUs would be
required to fix them.
