PackageKit reports phased updates as available although APT correctly
defers them because of Ubuntu's phased-update mechanism.
In my case this affects Nautilus.
Installed version:
nautilus 1:50.0-0ubuntu2
Candidate version:
nautilus 1:50.2.2-0ubuntu0.1
`apt-cache policy nautilus` shows the candidate from resolute-updates with:
(phased 0%)
Running:
apt -s upgrade
correctly reports:

nautilus

and does not propose installing these packages.
However, running:
pkgcli list-updates
reports all three packages as available updates:
libnautilus-extension4 1:50.2.2-0ubuntu0.1.arm64
nautilus 1:50.2.2-0ubuntu0.1.arm64
nautilus-data 1:50.2.2-0ubuntu0.1.all
The Ubuntu App Center consequently also shows "Files" as an available
update. Clicking Update does not install the update, and the update
remains displayed afterwards.
Expected behavior:
PackageKit's APT backend should respect APT's phased-update decision. Packages
currently deferred by APT because of phasing should not be returned by `pkgcli
list-updates` as normal available updates. Consequently, the Ubuntu App Center
should not offer such an update for installation.
Actual behavior:
PackageKit lists the phased/deferred packages as available updates even though
APT correctly excludes them from the upgrade.
Steps to reproduce:
1. Have an Ubuntu phased update that is currently deferred for the system.
2. Verify with `apt -s upgrade` that APT defers the package because of phasing.
3. Run `pkgcli list-updates`.
4. Observe that PackageKit nevertheless lists the deferred package as an
available update.
This is reproducible on Ubuntu 26.04 arm64 with PackageKit
1.3.4-3ubuntu1.2 using the APT backend.
