Panel disappears while you are dragging a file from your desktop and have
hovered over one of the panels.
*** Reproduction ***
1. Make a file on your desktop.
2. Left-click with your mouse-button on it, and keep the mouse-button down.
3. Move the mouse in one of the panels.
4. Move the mouse back out one of the panels.
5. Release the mouse button somewhere on the desktop to drop the file.
6. Note that the panel where you just went over is disappeared.
