Indeed [1] came into proposed (failed in all ways it can but still got
auto-synced).

1. yes we should block it.

Debian:
python3.13 | 3.13.15-1        | buildd-unstable  | source, riscv64
python3.13 | 3.13.15-1        | unstable         | source, amd64, arm64, armhf, 
i386, loong64, ppc64el, riscv64, s390x
caused Ubuntu to get:
python3.13 | 3.13.15-1 | stonking-proposed/universe | source
again.

Since it is unwanted in stonking I agree to block that.
Here a PR, if a second pair of eyes could please approve and merge?

2. remove it ... again

All builds of [1] failed, so it is only the source
