Public bug reported:

On the internal eDP display, a thin horizontal band of approximately 2-5
pixels is visible at the bottom of the screen. The band flickers
continuously and appears to be a copy/wrap of content from the top of
the framebuffer. It is present at all times during normal desktop use
and is not caused by any specific application. The issue is present from
the moment the desktop loads and persists regardless of what is
displayed on screen.

The issue reproduces across desktop environments (Xfce, KDE Plasma) and
compositors (xfwm4, picom, none). It also reproduces on a Fedora 42 live
ISO, ruling out a Ubuntu-specific regression.

Switching to nomodeset eliminates the artifact completely, confirming
the issue is specific to the i915 KMS driver's handling of this panel.
