Public bug reported:
"cryptsetup luksOpen" is not invoked in initrd to decrypt root
filesystem. Instead, initrd complains that it can not find the
filesystem with the UUID of the rootfs and I am thrown into the
initramfs prompt.
On the initramfs-prompt, I can manually invoke "cryptsetup luksOpen
/dev/nvme0n1p5 cr-root-1" and the missing UUID appears in /dev/disk/by-
uuid. After that, I can exit initramfs by typing CTRL-D and boot
procedure continues and succeeds.
This worked fine in ubuntu-24.04.
