I also encountered this on Kubuntu 26.04 (Resolute) with Plasma Workspace 4:6.6.5-0ubuntu0.1 on Wayland.
The Time Zone tab in System Settings was blank. In Digital Clock settings, clicking Time Zones left the previously selected page visible. The journal reported: module "QtLocation" is not installed. plasma-workspace ships TimezoneSelector.qml, which imports QtLocation, but qml6-module-qtlocation was not installed. Installing it with sudo apt install qml6-module-qtlocation fixed both pages after reopening the affected settings windows.
