This is exactly what I mentioned above: Your locales are invalid. If
you do

  sudo locale-gen de_AT.UTF-8 en_US.UTF-8

it will work fine. The scripts deliberately don't create a DB with a
broken locale, since this would lead to wrong collation and string
operations.
